چکیده

This paper studies the macroeconomic effects of the transitory Value Added Tax (VAT) cut in the UK using a dynamic general equilibrium approach. The temporary VAT cut policy was announced on 24 November 2008, and was due to come into effect on 1 December 2008, with VAT reverting to its previous level as from 1 January 2010. We quantify the effects of that temporary fiscal stimulus policy on the key aggregate variables of the UK economy and on tax revenues. Overall, we obtain that this policy is too temporary to have important quantitative effects on the economy but qualitative effects are of great interest. We show that the temporary VAT cut will generate an overshooting effect on key macroeconomic variables, and will provoke a significant reduction in investment. Consumption and output will increase during the VAT cut, but they will decrease below their steady state values after VAT reverts to the previous level. Our model economy also predicts that fiscal revenues will decrease about three per cent during the VAT cut. Finally, we find that the VAT cut policy would have provided better results if it had been announced earlier. ‘There is no such thing as a good tax’ — Winston Churchill

Implementation of VAT on Iran banking services in the context of dynamic stochastic general equilibrium model

In the Value Added Tax (VAT) system some goods and services, such as banking services, are exempted from taxes. Based on theoretical foundations, exempt treatment leads to several distortions and inefficiencies in the economy. In order to understand the importance of exemption on macroeconomic fluctuations as well as the fundamental role of financial intermediaries in economy shocks, this study...

Investigating the Economic Effects of Amendment of Law of Value Added Tax (VAT) in Iran: Computable General Equilibrium Model (CGE) Approach

The purpose of this paper is to investigate the economic effects of amendment of law of value added tax in Iran. The research method is quantitative and standard CGE model of Lafgren et al (2002) is used for analyzing. Data are derived from the latest Social Accounting Matrix (SAM) of Iran in 2011, which is provided by the Research Center of the Parliament. The data are analyzed in the form of ...

The Comparison of Direct and Indirect Optimization Techniques in Equilibrium Analysis of Multibody Dynamic Systems

The present paper describes a set of procedures for the solution of nonlinear static-equilibrium problems in the complex multibody mechanical systems. To find the equilibrium position of the system, five optimization techniques are used to minimize the total potential energy of the system. Comparisons are made between these techniques. A computer program is developed to evaluate the equality co...

Investigating the Effect of Trade Shocks on employment in tradable and non-tradable sectors in Iran: A Dynamic Stochastic General Equilibrium Model (DSGE)

The aim of this paper is the analysis of trade shocks on tradable and non-tradable employment. To do so, a dynamic stochastic general equilibrium model is designed for Iran economy and the sectors of model are tradable, non-tradable and import. The variables related to foreign trade sector are nominal and real exchange rate, the law of one price gap and terms of trade. The structural parameters...

Investigating the Use of Oil Revenues with the Assumption of Dutch Disease in Different Economic Sectors of Iran: a Dynamic Computable General Equilibrium (DCGE) Approach

The use of revenue from natural resources, including oil, has always attracted the attention of politicians, economists and political scientists as well as various social groups. Here, we study the optimal consumption of oil revenues under different interest rate and social discount rate scenarios, and presence of Dutch disease, using a dynamic computable general equilibrium approach. The result...
